To See Garzón Again
Fundación Naturaleza para el Futuro is working in República Oriental del Uruguay, in association with Fundación Amigos de las Lagunas Costeras de Rocha, within the Process of Integration of the Laguna de Rocha to the Protected Areas National System.
Fundación Naturaleza para el Futuro is working alongside Fundación Amigos de las Lagunas Costeras de Rocha, on the presentation of the Donative Proposal for an electrical system for the ferries of Laguna Garzón.
With the object of contributing with sustainable development of Rocha, Fundación Amigos de las Lagunas Costeras de Rocha drew a support proposition for the region, which can essentially be synthetized in three basic points:
A) The offering to make a fund withdrawal to National State for the electrification of the existing ferry system in Laguna Garzón. This will allow for an efficient transportation that reconciles project development and investments in the area while at the same time maintains and enhances the special sensible nature of the natural coastal zone in Rocha, currently subject to an integration to the Protected Areas National System (SNAP). The proposal has the purpose of avoiding the negative impact an excessive and unnecessary vehicular transportation may cause, in the case that a bridge be built, and promotes a valuable setting of entry into a place where natural and cultural attractions are protected, and social, economic and environmental change allows for quality of life improvements.
B) The offer to proceed to the complete demolition of the remaining bridge structure– unfinished for several decades-and the complete removal of the debris. The elimination of this infrastructure will contribute, without a doubt, to the restoration of the areas landscape conditions.
C) The offer to collaborate with a strategic planning process for the areas between Laguna Garzón and Laguna de Rocha, essential for a harmonious and sustainable development for the region that allows proper channels for projected investments in the area so that these contribute to the sustained development in the coastal area of Rocha. This is not but an extension of the support our organization has been giving, jointly with other interested parties, to the project for creation of the Protected Area Laguna de Rocha within the framework of Protected Areas National System in Uruguay (SNAP).
Fundación Amigos de las Lagunas Costeras de Rocha offers as a donative to the State of Uruguay an electrification system for the ferries connecting the departments of Maldonado and Rocha, on Laguna Garzón.
The purpose of the initiative is to make for a more efficient functioning of the ferries and to preserve the fragile ecosystem between Laguna Garzón and Laguna de Rocha, in the process of being integrated to the Protected Areas National System of Uruguay (SNAP).
This improvement of the ferry system will guarantee the sustainable development of Rocha and all projected investments. The proposal includes the complete demolition of the bridge structure – unfinished for several decades- and the complete removal of debris. The elimination of this infrastructure will contribute to restore the landscape beauty of the area.
We offer, in a complementary way, to collaborate with a participative process of planning and environmental territorial disposition of the areas between Laguna Garzón and Laguna de Rocha, so that the sustainable and harmonious development of the region acknowledges the interests of all sectors and viewers, and so allow a proper channeling of projected investments in the area, so that they contribute to the sustained development of the beautiful coastal area of Rocha.
Without a doubt, the proposal will enable the revalorization of the area, the recovery of the landscape and beauty of Laguna Garzón. A proposalto contribute to the future of a better Uruguay for all.
As a sustainable alternative to the project od a bridge construction over Laguna Garzón, Fundación Amigos de las Lagunas Costeras de Rocha offers as a donation to the state of Uruguay an electrification system for the current ferry system, that will permit an improvement in efficiency and preserve, at the same time, the conditions that make the area worthy.
The proposition of the Fundación aims to promote the use of the more efficient ferries and avoid the construction of an unnecessary infrastructure, given that the ferry system is sufficient enough for transit over the lagoon. The projected bridge on the other hand, which has been systematically unadvised by those who studied the values and potential for the area, would not only be built over a protected area to allow transit into another protected area, but would entirely replace the ferries, an emblematic means of transportation that can be attractive for those entering Rocha. We should point out that the areas of Laguna Garzón and Laguna de Rocha are about to enter the Protected Areas National System of Uruguay (SNAP).
For this reason, it is contradictory that a state-agency promotes this infrastructure work that puts at risk a site that is considered a protected area by the authority of another agency of the same state, staking the values that justified for its nomination as such.
The proposal of the Fundación includes as well the complete demolition of the current bridge, unfinished for several decades, and the complete removal of debris. If this project be implemented, it would alleviate the intense visual impact that today affects the landscape, and the working ferries would strengthen the natural assets that constitute the real local attraction. With an interest to contribute to a better Uruguay, more modern, Fundación Amigos de las Lagunas Costeras de Rocha offers to collaborate with the processes for planning that the authorities have undertaken, so to project a better future for the area. The Fundación Amigos de las Lagunas Costeras de Rocha has started this collaboration process in its partnership agreements with SNAP and Rocha municipality.
